Dr. Richard H. Hinds Associate Superintendent and Chief Financial Officer Financial Services provides for the effective, efficient and timely management of the financial transactions of the district including planning, estimating, and controlling revenues and expenditures, receiving and investing revenues, disbursing payroll and vendor payments, all procurement activity and accounting for all of these transactions in an appropriate manner meeting standards of the Florida Department of Education and of the Government Accounting Standards Board. Since nearly 90 percent of the school system's operating revenue comes from direct state funds and the state Required Local Effort (RLE) millage levy, the district has a vested interest in the legislative process.
